Not every purchase has to start from scratch. Depending on who is buying and what already exists, there are far shorter routes than opening a new process.

Organisations already buying through AWSCITSmart products listed on AWS Marketplace, purchased inside the account the organisation already uses.
It shortens the path because there is no new vendor to onboard: the purchase happens under the existing AWS agreement and consumption lands on the same invoice. Depending on the organisation's agreement with AWS, it may count towards an existing spend commitment.

SERPRO
Public sectorProcurement through SERPRO, the Brazilian federal government's state owned IT company.
Useful for bodies that already hold a contract with SERPRO: the solution arrives through a channel the public administration already knows and uses, instead of starting a process from scratch.

Public sectorProcurement through Telecomunicações Brasileiras S.A., a federal state owned company.
Same logic as SERPRO: it uses a channel already established with the public administration, which shortens the time between the decision and the start of operations.

How do I buy Central IT solutions?
There are four routes: direct sales, AWS Marketplace, SERPRO and TELEBRAS. The best one depends on who is buying and what already exists: private organisations usually go through direct sales or AWS Marketplace, while public bodies often find the shortest path through the state owned companies they already contract with.
Does Central IT hold a current price registration record?
Not at the moment. A price registration record is the instrument where prices and conditions are registered after a public tender, valid for a defined period, and where it allows adhesion, bodies that did not take part in the original tender can still buy through it. When one is in force, it is usually the fastest route in the Brazilian public sector. Today, the routes available to public bodies are SERPRO, TELEBRAS or a process run by the body itself.
Does a public body have to run a tender?
Not always. Buying through SERPRO or TELEBRAS is a route used by the public administration and is usually shorter than opening a process from scratch. What applies depends on the body and the object, and our commercial team helps identify that before any commitment.
Can I buy through AWS Marketplace?
Yes, for the CITSmart products listed there. The advantage is operational: the purchase happens inside the AWS account the organisation already uses, with no new vendor to onboard, and consumption lands on the same invoice. How does buying through SERPRO or TELEBRAS work?
SERPRO and TELEBRAS are federal state owned companies that already serve the public administration. For a body that holds a contract with them, buying through that channel is usually faster than opening a new process, because it uses a route the contracts team already knows.
How do private companies buy?
Through direct sales or AWS Marketplace. Direct sales fit when there is scope to design, integration or customisation; the marketplace fits when the product works as it is and speed of contracting is the priority.
Does this apply to services or only products?
It applies to both. The CITSmart platforms and the operations, sustainment, cybersecurity, BPO and consulting services can be contracted through these routes, within what each instrument covers.
